The incentive programs for solar energy systems offered by Efficiency Maine have changed as of April 11, 2012. Here is the new description of the programs:
SOLAR ELECTRIC (PHOTOVOLTAIC OR PV)
Efficiency Maine offers incentives of $500 per 1,000 kWh of annual projected production, up to a maximum of $2,000 for residential installations and up to $4,000 for commercial installations. All installations must demonstrate cost effectiveness to be eligible.
SOLAR THERMAL
The Maine Solar Thermal Energy Incentive Program offers up to a maximum of $2,000 for residential and $4,000 for commercial solar air and water heating systems.
Again, incentives are based on projected annual energy production and must be cost effective to be eligible.
Cost effectiveness is determined using a calculation tool called PVWatts that was developed by the National Renewable Energy Lab (NREL) to simulate monthly and annual energy production for unshaded solar arrays in various locations.
Some of the other changes to both programs include that:
Energy audits are no longer required.
To qualify for incentives, systems must be Installed by installers who are both NABCEP-certified and "Registered vendors" with Efficiency Maine.
You can read an in-depth analysis of the changes on ReVision Solar's blog.

Efficiency Maine Rebate Program and Financing Options
Feel free to contact us if you need help sorting out the details of the revised Efficiency Maine Rebate Program. We would like to make sure folks know that the NABCEP thermal requirement does not take effect until the first of the year, so please don't wait to get going with your solar project. Saco Solar is a State Solar Thermal Certified installer and we will continue to keep current with technologies and best practices. We are able to help you with your solar thermal or PV solar needs (and small wind) and look forward to adding more qualifications as training takes place. We have NABCEP oversight over our PV projects and look forward to helping you with your next project.
We will take care of the paperwork and "rocket science" details for you. We also would encourage folks to go to www.efficiencymaine.com to review their latest information on renewable energy rebates and loan programs.
The above being said, unfortunately, many of the State certified thermal installers will not take the time and effort to update their qualifications to the required Entry Level NABCEP certification. We agree with the new requirements and enhanced incentives program and look forward to continuing to serve the energy needs of Southern Maine homeowners.
