The Interlocal Purchase System (TIPS/TIAS) is seeking wind-generated electricity for its participating government agencies. Bidders are asked to provide a guaranteed number of kilowatt-hours per month or year and a guaranteed price for the number of years as provided by the contract with the member entity.

TIPS/TIAS is A Purchasing Support Group available for memberships by Government Entities and Schools in Alabama, Alaska, Arizona, Arkansas, California, Colorado, Delaware, District of Columbia, Florida, Georgia, Hawaii, Idaho, Illinois, Indiana, Iowa, Louisiana, Kansas, Kentucky, Maryland, Massachusetts, Michigan, Minnesota, (Mississippi – can only use contracts approved by state purchasing department) Missouri, Montana, Nebraska, Nevada, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, Wisconsin and Wyoming.
